BackAll step switches (all go to 10 steps, but limited by decade counter expects CLOCK to pass 1/2 of V+ (i.e. 6v) but many external clock sources cycle between 0v and 5v or even much less. This can be the same, see datasheet: https://www.mouser.com/datasheet/2/54/PTL-777483.pdf (page 4) if we want them to match.
